Costa Ricans approved the Cafta-DR trade treaty with the US by a whisker in a referendum that was even tighter than the victory of President Oscar Arias in last year's elections. It was an impressive win from Arias who overcame a "vote-buying" scandal weeks before the referendum was held, which claimed the head of his planning minister, Kevin Casas, and threatened to undermine the "yes" campaign [WR-07-38]. In addition to this the White House issued a thinly veiled threat which probably did little to help his cause.
